You could raise an issue on RapidSVN about fixing the python2 dependency - if you get a reasonable response, then you could update the gentoo bug 735340 to say upstream is on the case.

I had a quick look - there's only a little python code and its smallish scripts for supporting the build. Rapidsvn's last release was in 2012, however the home site references a github repo which does seem to be alive. I didn't think of overlay, I think I'll do that. Questions are guaranteed in life Answers aren't. You can create your own local overlay and add ebuild on it. I see only dev-vcs/kdesvn but depend on kde-frameworks.
